We Speak
Your Language.

Most production companies do not understand the operational realities of law enforcement media. We are not most production companies. One of our principals is an active sworn officer — and it changes everything about how we work.

Why It Matters

This Is Not
a Selling Point.
It's a Difference.

Any production company can show up to a police department and point a camera at your officers. What they cannot do is understand what cannot be shown and why.

James McCool is an active sworn law enforcement officer with years of experience on patrol, in narcotics, and on a SWAT team. He currently manages his department's official social media presence and FAA-certified UAS drone program. When he walks onto your scene, he is not a vendor learning your world — he already lives in it.

That means every piece of content we produce for a law enforcement client is built with a full understanding of operational security, public information constraints, chain-of-command approvals, and the trust your community places in your department.

No other production company in the Birmingham market can say this. Not one.
OPSEC Awareness
We know what cannot be shown — officer faces during active operations, tactical positions, sensitive locations, informant-adjacent scenes. We do not need to be told twice. We already know.
Chain-of-Command Workflow
We understand PIO approvals, Command sign-off, and how content has to move through your department before it goes public. Every deliverable follows: Draft → PIO/Command Review → Revisions → Final Sign-Off → Controlled Release.
CJIS & PII Awareness
We handle body-worn camera and dash camera footage with full awareness of CJIS constraints and PII exposure risks. Sensitive information does not end up in public deliverables — period.
Community Trust Lens
Every piece of content we create for your department is designed to build genuine public trust — not just look good. We understand the relationship between professional media and community confidence in your department.
Embargo & Timing Control
We hold content until your legal team and command clear it. No premature releases, no surprises. Your timeline is our timeline — we do not push for early publication when operational or legal sensitivity is involved.

How It Works

The Approval
Workflow.

Every project we produce for a law enforcement client follows a structured approval process — because we understand that content does not go public until Command and legal are satisfied. Here is exactly how we work.

1
Discovery
We meet with PIO and Command to understand scope, restrictions, and objectives
2
Production
On-site filming with full OPSEC and operational awareness throughout
3
Internal Review
Draft delivered privately to PIO and Command — not released publicly
4
Revisions
Changes made until legal and Command are fully satisfied — unlimited
5
Controlled Release
Final sign-off → your department controls when and how content goes live

Common Questions

FAQ

Can you work on active scenes or sensitive operations?
We follow the direction of your PIO and Command on all access and restrictions. Our lead creative is a sworn officer — he already understands what can and cannot be documented in any given operational context without needing to be told.
How do you handle footage that involves sensitive information?
All raw footage is held privately until reviewed and cleared by your department. We are CJIS and PII aware in every edit. Nothing goes public without explicit sign-off from your chain of command.
What is your turnaround time for time-sensitive content?
For standard department content, most projects deliver within one to two weeks of the production day. For time-sensitive public communications — incidents, press releases, announcements — we can move significantly faster. Retainer clients receive priority scheduling.
Do we own the footage after the project?
Yes. Your department retains full ownership of all final deliverables. HRZN Media retains the right to include the work in our portfolio unless your department requests otherwise — which we fully respect and accommodate.
Can you manage our department social media long-term?
Yes. We offer monthly retainer agreements specifically for law enforcement social media management — content strategy, creation, and posting for your official department accounts, with all content subject to your approval workflow before it publishes.
Do you travel outside of Birmingham for department work?
Yes. We serve law enforcement and government clients across Alabama and travel statewide for the right projects. For larger productions or multi-day engagements, we are available anywhere in the state.
